display commandLink if output text is null

Hi All,

i have a query that displays a value in output text...

however if there isnt a value so if the query reutns null, i would like a command link to appear so that the user can click on this link and be taken to another page..

please could you advise how i could do this...

using adf in jdeveloper 10 and oracle 10g
