Display 0 value if data doesn't exist in fact table obiee 11g

Hello,

I have a requirement to show the 0 if the data is not available in fact table.

I have a sales fact,time ,location dimensions in my report. For Aug2014 month I don't have any sales for US location. My requirement is when user selects aug2014 and US location the sales columns should show 0 as value.

I tried with Outer joins in RPD but no luck..Can anyone please help me out here.
