Discovery of Physical Standby database - Fail

Hello All:
I am unable to discover the newly created physical standby database.

When i discover the standby host, it identifies the secondary database and asks for dbsnmp password. When i supply the dbsnmp password and test connection it errors out with following message

Failed to connect to the database: ORA-01033: ORACLE initialization or shutdown in progress

This error message makes sense because standby database is in managed recovery mode and does not allow any connectiions unless i am doing something wrong? Pl advise.
