DISCOVERER USER SIDE SAVE BUTTON DISABLING

Hi, i am a new member in this group and found this is an active group.

I am using Discoverer 4 and 10.1 in our company. I would like to get an option to disable EDIT SHEET, SAVING etc from user side. I don't want any user to modify the existing report or try to make alternative report from existing report. All i want is an option for them to export it into EXCEL. IS there a way to disable all other menus from user edition.... PLEASE HELP... THIS IS VERY URGENT FOR ME.....
