Discoverer language issue

I am using discoverer plus 10. In my PC, the language settings are in Russian and decimal symbol is set as ","
But when I am logging in to Discoverer plus, everything is in Russian, but the decimal symbol is coming as "."
Can someone please help me and let me know what else i have to check/change to get the decimal symbol as".". How discoverer plus sets those things?

Please help.
