Discoverer 10g Export of BA accesses FND_User (Full Table Scan)

there is a problem with discoverer 10.1.2 when you try to export and import business areas.

Basically exporting business areas is taking a lot of time!

We did a trace to see what the applications was doing and did a tkprof for it.

We have over 220579 users in the FND_USER table!

and noticed that in the tk prof

select USER_NAME, USER_ID, DESCRIPTION
from
(select USER_NAME USER_NAME, USER_ID USER_ID, DESCRIPTION DESCRIPTION ,
START_DATE START_DATE,END_DATE END_DATE from APPS.FND_USER ) where
sysdate between START_DATE and nvl(END_DATE, sysdate) and
UPPER(USER_NAME) like UPPER(:filter) order by upper(USER_NAME)

runs 16 times!

The filter contains % Wild card! to it will try to bring back 220000 users! No wonder its taking so long! So is there a workaround ?

In 4i we had to use UserRoleFilter to be able to share to users but this does not work.

Why does the business area export do this ?
