Disabling flashback while database open?

On Oracle 10.2.0.4

I know you have to mount the database before enabling flashback. Can you disable flashback logging while the database is open? Or does it need to be shut down?

We are having performance problems relating to flashback buf free by RVWR and want to do it without impacting customers
