Disable tabs based on input item value

Hello All,

Anyone please help me with this requirement.

I have a report region tab "EMP" as my home page. From this page when I click "Create" button this will redirect to page 2 tab "Edit - Emp". When I am redirecting to page 2, I am setting the value of an item "Set Value" to "1". So, at this point I want to disable the other tab "Add Emp - Optional Fields". And this tab "Add Emp - Optional Fields" (Page 3) should be enabled only when user clicks the button "Create & Continue" on page 2 tab "Edit - Emp".

Also, when page 2 items value "Set Value" is "0" - the tab "Add Emp - Optional Fields" should be in enabled state. I am setting the "Set Value" item to "0" when user clicks the pencil icon from home tab page "EMP".

I have setup a sample application in my workspace. Please have a look and let me know if its doable.

I was wandering if this can be achieved through dynamic actions but I am not sure.
