Disable link button if a condition is met

I would like to know how to disable the button (link) of the column "Oficio#" if it meets the date entered in the column "Respuesta Arresto"

It is a button placed in an interactive report, which appears to be more complex to create a dynamic action on this. (I'm not an expert) Thank you
