Disable/enable and tabs based on username and role

Hi,
I want to know security in APEX and currently i am using ver 4.0 , My requirement is there is a hierarchy in a organization like
GDM------>Project manager-----> Tech lead--------> team members

Ex: tech lead has created 10 pages(reports) so, these 10 reports can able to see only Tech lead, PM and GDM.tech lead should not see pages(reports) of superiors(PM and GDM). how can i control pages based on user name and role.

Is it do able in APEX? could you please guide me on this.
