Disable a tabular form row based on column value in that row on LOAD

Greetings,

I have a situation where I need to disable an entire row on a tabular form if the value of one of the columns in that row is a specific value (let's say 1).  I would like to do this function ON LOAD.

I am using APEX 4.2.4.  I have searched the forum but have not found an example of what I am trying to do.  Sorry if this has been covered previously.
