Directory Server 5.2 modifying cn=config

Is it possible to modify the aci's under cn=config directly using a ldif file?

I'm getting the following error when I try:

modifying entry cn=config
ldap_modify: DSA is unwilling to perform
ldap_modify: additional info: Deleting attributes is not allowed

But I can't see anything definitive in the docs to suggest whether it should be possible or not.
