Digester error in jasper reports

hi,
I m getting the following error in running a the java file

Exception in thread "main" java.lang.NoClassDefFoundError: org/apache/commons/digester/Digester
at net.sf.jasperreports.engine.JasperCompileManager.compileReport(Jasper
CompileManager.java:143)
at Temp1.main(Temp1.java:24)

I have placed the jasperreports.jar file in the web-inf/classes of the tomcat dir and also in the ext dir of jre. Also i have set the classpath according to the tomcat dir, but still i am getting the error. What am i missing here?
