Different hour displacement for same region in TO_TIMESTAMP_TZ

I have to following sql as example:

SELECT TO_TIMESTAMP_TZ ('31-DEC-2013 13:30:30.1345 Europe/Rome'

  , 'DD-MON-YYYY HH24:MI:SSXFF TZR')

   AS a

   , TO_TIMESTAMP_TZ ('31-DEC-2013 13:30:30.1345 CET'

  , 'DD-MON-YYYY HH24:MI:SSXFF TZD')

   AS b

FROM DUAL;

If you run this you will see that column A gives an offset of 1 hour, while the second gives on offset of 3 hours.

How is this possible, because in v$timezone_names CET is the abbreviation of  Europe/Rome?

Any idea?
