Differences between 10g Xe and 11g Xe

Hi,
I am using 10g xe with apex 4.1, it works fine. but whenever I wanted to use 11gxe with apex 4.1, my apex application always failed to install, always showing ERROR, page already submitted and cannot submit again!

so I am stuck with 10g XE.

My app is only 5Mb , works perfectly at 10gXE.

Is there anything different, like parameters between 10g and 11g xE? so affecting the apex.
