Difference calculation Indian and Irish time.

I have a database on 10g. All dates/time stamps stored on the DB is Irish Local time(+1.00) .

I need to trigger some action at 8AM Indian time and at 6PM indian time.The IST(Indian time) is always GMT+5.5 . But the Irish time can be GMT or GMT+1.00 depending on summer or winter(because of day light saving changes).

Is there a way to calculate the correct Indian time from the Irish time through SQL or PL/SQL ?
