difference between UTF8 and WE8ISO8859P1

Hi,
what is the difference between UTF8 and WE8ISO8859P1
character sets?
the character set is it database related or instance related and is it possible to change it?
On my database (oracle 8.1.7.4) i have an instance with
WE8ISO8859P1 character set. I have to use an application
that requires UTF8 character set.
I was wondering if i can change the character set (what will be the impact) or if i can create a new instance with the new character set?
