Difference between TIMESTAMP WITH LOCAL TIME ZONE and TIMESTAMP WITH TIME ZONE

Hello gurus ,

Request your wisdom on difference between these 2 data types  along with a usability case

Suppose i have a  application which is distributed across various timezone like for example  users from London and US are accessing the application in their timezone.

I have a search page which capture changes to a product attributes (like price, vendor )b y User in UK  ? Database server is in USA .  Which data type i  will use ?

I am using this link to get clarity but not able to get . Please assist.

Why we have to use TIMESTAMP WITH LOCAL TIME ZONE  and not TIMESTAMP WITH TIME ZONE  ?
