difference between pre-record and when-new-record-instance

hi all,
please don't mind if i am asking anything irrelavent.
please can anybody tell me in what circumstances we can use pre-record and when-new-record-instance.
as for i know pre-record fires before user try to move to the record.
when-new-record-instance fires when focus move from other position.
as i asked in what and all possible circumstances we can decide the trigger among above said two trigger.
