Difference between NLS_NCHAR_CHARACTERSET of AL32UTF8 and AL16UTF16

What is the Difference between setting NLS_NCHAR_CHARACTERSET with AL32UTF8 and AL16UTF16 in NLS_DATABASE_PARAMETERS table .

where excatly it is used and what is the diiference in usage.
