Difference between dba_registry and v$option

Hello.

I'd like to know the real diference between the information as reported by views dba_registry and v$option.

from dba_registry i have:
COMP_NAME VERSION STATUS

Oracle Database Packages and Types 10.1.0.3.0 VALID
Oracle Workspace Manager 10.1.0.2.0 VALID

From v$option:
PARAMETER VALUE

Data Mining FALSE
Online Redefinition FALSE
Streams Capture FALSE
File Mapping FALSE
Block Change Tracking FALSE
Flashback Table FALSE

In this example you can see "Data Mining" as FALSE from v$option and Oracle Data Mining as VALID from dba_registry.

What does it really mean?. Is data mining available in Standard Edition?. I believe not, however info from these two views are confusing for me. Can anyone explain?.
