I see that currently licenses for Diagnostic and Tuning pack are sold separately by Oracle but Tuning pack has pre-req of Diag pack. I have heard from someone that earlier Diag pack was included in price of Tuning pack license. Is this true?
If this is true, then is there any reference available from Oracle about it?
