Developer toolbar not displaying

Hi,

Apex: 4.2

Theme: JQuery Mobile

The Developer toolbar just does not display. Yes I am logged on as a developer and yes the availablility status is set to 'available with edit links'. I have tried google chrome and IE8 and another IE browser. Makes no difference.

Yes the app is on apex.oracle.com:

Workspace: dagarin_trial

app: acr_mobile
