Determine which customers will not be deenergized, but still impacted by switching actions

This request is to determine impacted customers for actions that do not directly impact power. For example, if a step would turn reclosing off on a device, then BHE would like to get a list of customers that could potentially be impacted by reclosing not turning on. From this list decisions can be made to send appropriate notifications to the customers.
