deploying Web service to Axis runtime Error

I get this error when creating a web service using eclipse wtp tools

IWAB0489E Error when deploying Web service to Axis runtime
axis-admin failed with {http://xml.apache.org/axis/}HTTP
(404)/xxx/services/AdminService

Can anyone enlighten me to what this means and how i fix it
