Delete from Flashback Recovery Area (FRA)

10.2.0.2 on Solaris

We have a backup area of 600 GB, and a database that is about 150 GB. We take nightly backups like:

recover copy of database with tag 'INC_BKUP';
backup incremental level 1 copies=1 for recover of copy with tag 'INC_BKUP' database;

We have retention policy set to 7 days.

We do not stage backups to tape.

It was my understanding that when the FRA reached 85% of it's max size, it would start deleting the old backups to free up more space in the FRA. What we see, though, is that I have backup pieces much older than 7 days, and we ran out of space in the FRA.

When I do a report obsolete, I get nothing. When I do a crosscheck, nothing is marked as obsolete.

When I query v$backup_files, I see my datafile copies as expected, but I see backup sets and backup pieces from months ago.

What am I missing? Is there something wrong with my backup script (which was pulled right out of the backup docs)?
