Degree Symbol

Hello,

Can someone please tell me how to insert a degree "°" symbol while using our Oracle Applications app? I can type it in using keystroke ALT+0176, however, as soon as the record is saved it gets converted to a question mark "?". Our DBA is insisting that it is not supported by Oracle. In order for it to be supported, does the db need to created or converted to support UTF8?

RDBMS : 10.2.0.3.0
Oracle Applications : 11.5.10.2
