Definitive Answer about varchar and number Sizes

Dear All,

For ID column and from 1- Performance and 2- Storage point of view: Is data type Number (21) is the same as Number (5) ?

If they are not the same, then is the best practice to give the column a little bit extra size e.g., Number (7) rather than Number (5), then increase whenever is needed ?

Is Varchar2 (250) the same as varchar2 (4000), if they are the same, then why people care about specifying the Size of Varchar2 ?
