I believe the issues come from not having all the necessary files in the Oracle client software. Reasoning: I added the full zip for the Oracle JDBC driver and it fixed some of the issues (not all) related to international characters. Still working on it…
SQL Developer doesn't recognize international characters for Korean, Khmer, Hindi, etc.
Data is stored correctly in the database; confirmed in Toad.
