Decrypt: Failed to ascii decode encrypted-text (status=525)

I am getting the above error when I try running nmo from the command line. None of my jobs are working. They get "ERROR: Invalid username and/or password" and "ERROR: Invalid username and/or password". This is a linux 7.3 installation running the 12.1.0.4 OEM agent. I already applied the patch that fixes nmo in 7.3. This was working right after the patch, but now it is not.

I have one server that is working, but I can't find any differences.

The root.sh was run after applying the patches.
