dbx error

I tried to run debugger tool in Sunsolaris(SPARK) machine running SunOS 5.6
while running dbx(debugger) it says error with license. Please find below the error file.

sun01:root:/> dbx

License Error : The license file (/opt/SUNWspro/bin/../WS4.0/bin/../../license_
dir/sunpro.lic,1) does not have information about the product Sun WorkShop
No such feature exists (-5,116:2) No such file or directory
dbx: fatal error: cannot get a license to run

Is this tools comes with Operating System or Sun Workshop. Is this tool is free download or we need to purchase. To whom i need to contact in case of purchase.
