dbt in database link

Hi,

I've got 2 databases on my windows 2003 server.Through Oracle Enterprise manager console(OEM) ,I have created database links within these 2 databases.
It got created successfully and working perfectly.

But There is another database in a distant PC which I want to connect through database link.If I create through OEM,It tells database link created successfully,but When I test it ,it tells its not active.

How can I create it succceefully?
