DBMS_XA doesn't look in HOME/lib for network/admin directory

Been passed a question from a system tester after installing Oracle instant client 19.19 on RHEL9 using the installer RPM.

The RPM creates the network/admin folder under the “lib” folder within the oracle home. This appears to be new behaviour I think since Oracle 19 and is mentioned in the Oracle 19 client installation guide (page 6-8). But, xa_open appears to expect to find tnsnames.ora in the HOME/network/admin folder.

Is xa_open unaware of the new directory structure when looking for .ora files?? I'm not sure if the DB version is 19 but I think it is.

A workaround has been implemented to create a softlink for “network” to point to "lib/network" but the question exists about whether xa_open should know about the new default location? I am aware of also using TNS_ADMIN env variable but I just want to know if there is a version of DBMS_XA that will be sympathetic to the move of network/admin to the lib directory.
