dbms_scheduler admin privileges requirement

I have a requirement to run a stored procedure at the end of each month and want to use dbms_scheduler to schedule store procedure execution. I understand it is possible to use dbms_scheduler to schedule store procedure..My question is if I want to use dbsms_scheduler do I need to do any admin setup? The database version is oracle 11g
