dbms_java.start_debugging not visible/available in Oracle 11g

I have Oracle Database 11g Enterprise Edition Release 11.2.0.3.0 - 64bit Production database

I want to call start_debugging procedure of dbms_java package. But I get the error "ORA-06576: not a valid function or procedure name"

I tried to run the query: select procedure_name from all_procedures where object_name = 'DBMS_JAVA' order by 1 desc

but in result of above query i am not able to see 'start_debugging'. Can anybody please guide me how I can access 'start_debugging' procedure.
