DBMS_ALERT not working!!

I would like to fire a trigger with DBMS_ALERT every time a user performs a forbidden DDL action (eg. deleting from a specific table) I created a trigger using DBMS_Alert, i even registered the alert but ..nothing happens!! Could you provide me more info about how this works?
