DBLINK between Oracle 7 and Oracle 9

Hi,

I need to access data on a Oracle 7 database from an oracle 9 database. Using Enterprise Manager I created a db link on the Oracle 9 database. when I test the dblink from within enterprise manager I get "The Database Link is not active." Can anyone assist. Am I creating the DB link correctly? Do I need to create additional entries in the TNSnames.ora file.
