** DBGRL Error: SLERC_OERC, 48180 why it's can heppend

During tonight automate switching listener log.xml file we've got an error in trace file

Trace file e:\ora_data\diag\tnslsnr\CBYMSPGARORA1\listener\trace\ora_1988_2028.trc

** DBGRL Error: SLERC_OERC, 48180

** DBGRL Error: OSD-00001: dodatkowe informacje o błędzie

O/S-Error: (OS 5) Access is denied.

Seems to be that it's something about folder rights.

We've already change them and now eveyrthing is fine.

Question: why before switching this log listener working fine despite problems with privileges but after switching listener log refuse any connection ?
