DBconsole (on Windows) issues after changing to run as domain user

I have a database in which some EM (dbconsole) functionality has stopped working after changing the service to run as a domain user rather than local system. During the initial installation all Oracle services were initially created to run as local system. At a point there was a need to change them to run as a domain user. This user has been given the log on as batch job privilege, is assigned to the local admin group, and is assigned to the ora_dba group.
Note that all Oracle services were changed to run as the same domain user. After switching, everything runs fine except some functions of DBconsole.
The first problem I encountered after making the switch came when attempting to schedule a backup via EM. The following is returned:
Error - Connection to host as user <username> failed: ERROR: Failed to create
command process
C:\oracle\product\10.2.0\db_1\perl\5.8.3\bin\MSWin32-x86-multi-thread/perl -
<user> execution failed: A required privilege is not held by the client
After this I also noticed that anything having to do with the host (entire host metrics section) was not functional and historical data was shown only up to the point of the change.
Has anyone encountered the same or know of any privileges beyond those listed above that might be required.
