dbca failed: unable to lock file

I was able to successfully installed oracle 11.2.0.2 software using the db_install.rsp file (silent mode) on redhat linux enterprise 4. However, when I tried to create the database using dbca.rsp, it failed and stated

ORA-10997: another startup/shutdown operation of this instance inprogress
ORA-09968: unable to lock file
ORA-01034: ORACLE not available
ORA-01034: ORACLE not available

I am installing oracle database on nfs and thinks this might be the reason but not sure how to get around it.
