dba synonyms

Hello,
I know i posted this question before but I don't think I stated it right.

this is my question:
What query would you use to determine the attributes that are found in the dba_synonyms data dictionary that are not found in the user_synonyms data dictionary?
I have tried:
des DBA_SYNONYMS
BUT I AM NOT SURE IF THIS IS RIGHT.
I GUESS THE WORD"ATTRIBUTES' IN THE QUESTION IS THROWING ME OFF.
I FEEL THAT IT IS ASKING FOR THE COLUMN NAME THAT CONSIST OF SYNS.
I ALSO HAVE TRIED:
SELECT SYNONYMS_NAME
FROM DBA_SYNONYMS;
HOWEVER, THIS DOES NOT LOOK RIGHT EITHER.
IT RETRUNS WITH ALL DBA SYNONYMS AND MY WINDOW RUNS AND RUNS.
CAN ANYONE HELP.
