dba_scheduler_jobs.job_action is null?

I am on Linux 64 bit, Oracle 11.2.0.4

dba_scheduler_jobs.job_action is pop'd for most rows, but one of the rows it is blank. Why is this and how can I find out what PL/SQL is being called in the job?
