DB Lite Client and Mobile Server

I could find the latest Oracle Mobile Server Trial Version installable for download.
But where can I download the Oracle Lite Client from ?
What are the steps to install both the Client as well as the Mobile Server ?

Also, is it mandatory to have Oracle App Server if one has to use Oracle DB Lite for synchronization in a production environment? Can any other App Server like Tomcat not fit the bill?? Why is the App Server needed in the first place ?
