db link password

Hi,

I want to create a database link similar to Production in Development!
I logged into TOAD to take the script. But unfortunately, the password field is empty!

CREATE PUBLIC DATABASE LINK "GEN7LIMS.NA.JNJ.COM"
CONNECT TO GEN7LIMS
IDENTIFIED BY <PWD>
USING 'GEN7LIMS';

I remember there is a view where the db link passwords are stored. Could someone please help me out here and let me know the db link password info views?
