db_file parameter

Oracle 9i
I have a question about db_file parameter. It says in document that db_file parameter indicates the amount of SGA to reserve datafiles. This means Oracle can open files at the same time, say db_file=200, then at the same time, Oracle can open 200 files, right? Why is that? Can somebody explain details about it? I am confuesed. I did read document but still not very clear about it
