DB connection in web.xml vs server.xml

Is there a way to put a connection definition in web.xml rather than server.xml so that I can simply pickup and move the entire app to another server without having to worry about going into the server, which I dont run, so I dont have accessto, so I need to email the host to do it. It is also not private (host, other user's connections etc)?
