Datafile status recover

Hello,

StandbyFileManagement property is set to AUTO. When I add a datafile on primary, it is also added on standby but in recover status. Is that normal? After I bounced the database all the datafiles with status recover were changed to status online. How to avoid db restart in order to solve this?

Example below (All test datafiles and one users datafile were status recover before shutdown/startup. I added one more test datafile after restart)
