DataControl not found. Please verify RPX containing proper DC information

Hi,

I have created a project and trying to create a restful web service using the Application module.
But whenever creating rest web service resources getting "DataControl not found. Please verify RPX containing proper DC information" this error.
I also delete domain file but still having the same issue. Any solution on it?
Note: Jdev Version 12.2.1.2.0
