database was down and I couldn't login, please help

I am starting my DBA work at a new company today. Someone did something on one database. Right now, I couldn't log into database. I went to windows server. From command line, I get into Oracle Home, then go to RMAN. At RMAN prompt, I typed connect target sys/password@db.domain. System tells me that invalid username/password. I asked other people who involved in database yesterday who change the password. It seems that no people did that. Someone just tried to start DB with listener error. Then she went Windows server service to start listener manually. Then database was not up. If I tried to login as general user/password. it wouldl you that ORA-01033 Oracle initialization or shutdown in progress.

Please help to figure out where is problem? Does password file has been damaged? I need to re-create password file? Even database is down. I should continue to connect to DB through RMAN or as sysdba. Right? Please provide your comments. Thank you so much. I never thought I would have this kind of problem in my first day.
