Database transaction timeout

DB Version: 10.2.0.3

I'm planning to set the transaction timeout at DB level?. Is it possible in Oracle?. Please do not confuse with session timeout. There are some transactions running for hours due to apllication logic not committing the records... I think. So, I'm planning to configure the transaction timeout. Please let me know if it's possible.
